The user had two computers with Net Framework errors. One was running Windows XP and the other Windows 10 although not by choice.

Can Lead to More Trouble

The initial error was this Microsoft Net Framework error. However solving an underlying error code of 0x0000FFFF on the Windows 10 computer proved to be a challenge.  The Microsoft blog said this is caused by a corrupt user profile and it is easily fixed by going into the registry and deleting the user profile.  After the user profile was deleted the computer wouldn't boot.  But we know how easy it is to restore a previous restore point.  However, the computer would not boot into safe mode using F8, F12 or Shift on Boot or third time's a charm.  It wasn't until I tried holding the Shift key during a restart that the familiar Emergency Restore screen appeared and the previous restore point was recovered.  Then it was straight forward, but lengthy, to repair the Net Framework program.  If you have not dealt with repairing Net Framework previously, I recommend that you call the fine folks at Primary Computer Service.
